The founding declaration of the Awen Concordia Imperium — purpose, principles, and the call to unity signed at Concord Spire in 2167
To All of Humanity, Present and Future,
We, the delegates of the Concord Accords, write these words at the precipice of a new age, as humanity takes its first bold steps into the infinite expanse of the stars. The Earth, our cradle, has borne the weight of our trials and triumphs, yet it can no longer contain the boundless ambition and creativity that define us as a species. As we expand beyond the confines of our homeworld, we recognise that we must leave behind the divisions of our past and build something greater — a unifying vision for all humankind.
Thus, we declare the establishment of the Awen Concordia Imperium, a collective body that will guide our species into this vast frontier, forging unity from diversity, and harmony from chaos.
To Explore Beyond the Known. The stars call to us. They awaken the deepest instincts of curiosity and courage within us. We commit ourselves to the pursuit of knowledge, to the exploration of the unknown, and to the discovery of new worlds where humanity might thrive.
To Build a Harmonious Civilisation. Diversity is our strength, yet unity is our purpose. The Imperium shall stand as a bridge between cultures, traditions, and beliefs, fostering cooperation without erasing individuality. We shall celebrate what makes us unique and embrace what binds us together.
To Protect and Preserve. Humanity is fragile, but together we are resilient. The Imperium will safeguard our people from harm, protect the ecosystems of our homeworld, and ensure the careful stewardship of alien worlds we encounter.
To Create a Legacy. We are the architects of a future that will stretch across centuries and star systems. Our works today will be the foundation upon which our descendants build a civilisation worthy of the stars.
We believe that the success of humanity depends on adhering to principles that reflect the best of who we are:
The Awen Concordia Imperium shall serve as the singular governing body for humanity, entrusted with the following responsibilities.
To govern with justice and fairness: a High Council will oversee the laws and policies necessary to sustain a civilisation that spans worlds. Representation will be granted to all regions, colonies, and peoples of the Imperium, ensuring that every voice is heard.
To lead exploration and expansion: the Imperium will guide humanity’s expansion into the cosmos, ensuring sustainable and ethical development of new worlds, and will safeguard humanity’s collective interests as we encounter the challenges of interstellar settlement.
To protect and sustain: defence forces will maintain peace and security among our territories. Environmental policies will protect Earth and ensure responsible terraforming of alien ecosystems.
To cultivate knowledge and creativity: cultural and scientific institutions will preserve humanity’s legacy and fuel its advancement. Education will be universal, fostering a generation of thinkers, builders, and leaders.
This Imperium is not built for the powerful or the privileged — it is built for all. It is the sum of our collective hope, strength, and determination. Each citizen of the Imperium will have a role to play, whether as an explorer of distant stars, a builder of cities, or a steward of the fragile worlds we touch.
We ask all of humanity to embrace this vision. To set aside the divisions of nations and ideologies. To see the stars not as boundaries but as opportunities. To understand that in unity, we rise; and in harmony, we endure.
We, the undersigned, commit ourselves to this vision, binding our names to this Manifest so that all future generations may know the ideals upon which the Imperium was built. We entrust this document to the annals of the Grand Repository, to be remembered, upheld, and celebrated for all time.
Signed this day, 2167 CE, aboard Concord Spire.
