The Imperium recognises a structured hierarchy of authoritative forms through which intention, alignment, and obligation are expressed. These forms are distinct in function, application, and consequence.
No form may substitute for another.

The Seal of Awen Concordia is the sole instrument by which the Imperium renders intention irrevocably binding. Its application signifies the conclusion of deliberation and the acceptance of consequence across all affected strata of governance.
The Seal does not symbolise authority. It constitutes authority.
The Seal is applied exclusively within a designated concordant substrate, hereafter referred to as the Primary Record.
The Primary Record is a physically instantiated information object, standardised in strict geometry, whose authority resides in its internal material state rather than in textual inscription.
The Primary Record is realised as a solid volumetric artefact, commonly cubic in form, designed to possess no privileged orientation. The object bears no human-readable text.
Within the volume, structured internal patterns encode the authoritative state of the act, including binding directives, contextual dependencies, temporal and spatial reference states, and custodial and procedural lineage. These patterns are persistent, non-extractive, and inseparable from the material coherence of the object.
The Seal manifests as a controlled, irreversible internal transformation within the Primary Record. This transformation corresponds to the formal geometry of the Seal and establishes a stable relational boundary above the encoded internal structures.
The Seal’s manifestation defines the front of the Primary Record for purposes of verification and reference, without granting the object directional hierarchy.
The Primary Record bears the sole binding authority. All interfaces, renderings, or textual outputs derived from it are interpretive views and possess no independent force.
Verification of authority is contingent upon the integrity and coherence of the Primary Record itself.
The Seal of Awen Concordia shall not be reproduced, abstracted, or rendered in full outside the Primary Record. Any attempt to do so constitutes false authority.
The Seal shall not appear on vessels, structures, documents, or artefacts of daily operation.

The Mark of Awen Concordia is a reduced and abstracted form derived from the geometry of the Seal. It signifies alignment with the Imperium and participation within its systems of order.
The Mark does not bind. It prepares.
The Mark is employed to indicate legitimate Imperium presence, operational authority, and structural alignment with Concordance. It may appear on vessels, infrastructure, equipment, interfaces, uniforms, and logistical assets.
The Mark conveys no final authority and may not be used to ratify, conclude, or enforce binding acts. It may not be mistaken for the Seal, nor rendered in a manner implying equivalence.
The Imperium maintains strict separation between authority and visibility:

Primary Records bearing the Seal are maintained under continuous custodial chain. Loss, fracture, or degradation of a Primary Record constitutes an exceptional event and requires immediate Concordance review.
The Imperium recognises no binding authority absent the intact Primary Record.
The Imperium does not govern by symbol alone. It governs by restraint in their use.
Where the Mark is seen, alignment is present. Where the Seal resides, consequence has been accepted.
